Works ok here. What version of OS X are you using? Do you have any non-system utilities installed that would affect focus? Did this work in prior versions? If you click on the top bar of the navigator (causing the system to force activation) does it display? Finally, does the prev/next buttons in the navigator cause a tip to be displayed?
