If doing an 8.5x11 book and using a double-sided layout the inner/outer margins are used to set the left and right margins as per portrait layout. I can see a point to having landscaped pages using that model, but a checkbox for the master page that allowed the orientation of inner/outer to be rotated would facilitate the outlined situation.
