A paragraph rule displayed before a paragraph at the top of a text frame will be
drawn above the text frame instead of wrapping with text to the previous
column/page.

rule for the first paragraph of an article?

It would seem to me that the only reasonable choice besides what we currently do
is to not display before rules for paragraphs at the start of a column.

This behavior is still present. I'm not sure if it should be left as-is or not
displayed if at the start of a column, but I lean toward the latter. To me it is
a text effect and should thus be limited to the bounds of the text frame.

I realize that optical alignment can violate that premise, but it is overlap,
not complete placement of an item.
