This was just proven in v4, but I've been having the same problems in v126.96.36.199.
I'm working with a fairly complicated path for use in a border. When I rotate it the edge points (and presumably other points inside, but as they don't have to exactly match something else any shift is not as apparent) are shifted "randomly". I don't seem to have any trouble with the bounding edge (e.g., they don't move out of line for the path boundary), but slide up and down it in the range of up to .02+ inches. While that might sound slight it gives obvious imperfections when straightlines don't align, as with a border.
There may be something about this pattern that aggravates the situation as I have done similar, though less complicated, projects in the past that did not exhibit this problem.
All that is necessary to show the problem is to duplicate the path, rotate it, and then try to align the sides. I've put the IFF-ILUS file at http://www.rollanet.org/~drakki/PgS/bordertest.iff
Just tested with the sample graphic in 188.8.131.52rc3.

They were much closer, but most were off by 0.0001"
That is an error I can live with, but as the points being matched hadn't been altered in the original graphic the matching should be without error.
