Not to sound like a broken record, but I don't see this. A new document, click on the blank page with the text tool selected, type as fast as I can (I am no slouch) and the text is appearing as fast as I type. If I bang on the keyboard as fast as I can with all fingers entering gibberish, it still keeps up but text appears in small groups of characters but at 45+ characters per second (I timed) I get the same effect in every app I tested. I expect in very long or complicated runs of text to notice a change in speed, but your bug report makes no mention of such exceptions but implies all text typing in all scenarios.
